URMP Multi-Stakeholder Working Group (MSWG) Meeting: Gaya and Buxar

About the Event

As part of the ongoing efforts under the Urban River Management Plan (URMP) initiative, NMCG–NIUA, with support from the World Bank, is preparing URMPs for 60 river cities in the Ganga Basin. In Phase 1, six cities in Bihar have been prioritised: Gaya, Bhagalpur, Munger, Muzaffarpur, Chapra, and Buxar.

Gaya and Buxar have taken the lead by convening their first Multi-Stakeholder Working Group (MSWG) meetings on 17th and 18th June 2025, respectively. In Gaya, under the chairmanship of Shri Kumar Anurag (IAS), Municipal Commissioner, the meeting emphasised the pressing environmental concerns faced by the city, as well as the social, cultural, and religious significance of the Phalgu River. Discussions focused on aligning the URMP vision with the city’s drought-prone character, the seasonal nature of its river, and its heavy reliance on groundwater.

In Buxar, the MSWG meeting highlighted the need for river-sensitive planning and inter-departmental coordination. Chaired by Shri Manish Kumar (EO, Additional Charge) and co-chaired by Shri Prashant Shandilya, Circle Officer, stakeholders at the meeting underscored the mythological and historical importance of the river and its city, further recommending strategies to unlock the potential of tourism. Solid and liquid waste management also emerged as key concerns.
